Ngware is a Senior Research Scientist and head of the Human Development Theme as well as the Education and Youth Empowerment research unit at the African Population and Health Research Center (APHRC). With more than 30 years of research experience, he has conducted more than 35 impact evaluations, longitudinal studies, surveys and syntheses in sub-Saharan Africa that have informed education and training decisions and actions. His current research is on what is happening inside the classroom, impact evaluation of education interventions to improve learning outcomes, the efficiency and effectiveness of the education and training systems, and how youth transition to work. He has a wealth of experience in experimental and quasi-experimental research designs, quantitative research methods, and classroom/teaching observations. Previously, Ngware served as a senior lecturer at Egerton University, Kenya, and an honorary senior lecturer at the University of Witwatersrand in South Africa. He also served as Policy Analyst at the Kenya Institute for Public Policy Research and Analysis. He led the Education Working Group under the INDEPTH Network which had 36 Demographic Surveillance Sites spread in 12 African countries. He is a DAAD scholar and has written more than 130 publications, including peer-reviewed journal articles, books and book chapters, working and discussion papers, technical reports, and policy briefs. In 2020, Ngware was awarded the 2018/19 best Accomplished Educational Researcher Award by the Association for the Development of Education in Africa for the distinctive research on education policies and practices in Africa. He has served on the Comparative Education Review advisory board as well as the Program Chair of the Africa-SIG in the Comparative and International Education Society. Ngware is an external Advisory Board member of the Centre for the Study of Global Development, Open University, UK. He has a PhD in Economics of Education from Egerton University, Kenya.
